Who did say this? It is incorrect. Policy routing always works.

SO_BINDTODEVICE is the from different opera: it is supposed to be used,
when the socket wants to listen/reply on fixed interface.
This feature is not very useful for IPv4 in 2.2 and preserved mainly
for compatibility with 2.0 and because it appeared to be useful
to handle TCP over IPv6 link-local addresses.
