Could you make "tcpdump -n -s 128 -vv -x"?
Also, please, compare /proc/net/snmp and /proc/net/netstat before
and after you observed this.
If you have ip utility, try to make "ip route get <IP address of destination> tos 8"
and "ip route ls tab cache | grep <IP address of the destination>".
