If I understand right, TLI is usually part of the implementation of UNIX System
V STREAMS, which is not currently an integral part of Linux.  There is a Linux
STREAMS project, LiS. The homepage is at http://email.gcom.com/lis.html, and
there is a decent article explaining this project in the May 1999 issue of Linux
Journal.  Unfortunately, the Features section of the project web page states:

"There is also no TLI interface at the present time, and no STREAMS interface to
TTY drivers (no ldterm)."

Every project that I've ever been a part of that used TLI was eventually ported
to standard sockets, as in socket(2), for increased reliability and readability,
but your mileage may vary.
