Sigh... There are toolkits available for this in case you are
in a broadcast LAN with the system you want to steal the IP address
from, but if you are behind a router all yourself (as usual for
dialup users, and for most cable-modems and ADSLs too!) and the
target is at the other side of that router, then you just can't
do it.
You don't tell what kind of environment you are trying to do it.
