Ah. An easy one for a change.
The device file IRQ is misconfigured. The IRQ that is configured in Linux
for /dev/ttySx (x=whatever for you) by setserial in a boot-up file needs
to be the IRQ that hte modem actually uses. Comment follows snippet.

Note the difference between the timestamp for "send (AT&FH0^M)" and the
timestamp of the OK response from the modem. The 18 second delay
is a definitive symptom of a misconfigured IRQ.
