I just switched ISPs (old one folded) and am having a problem
connecting to the new one under Linux, even though it works fine under
Win95 and with previous ISP both OSes worked fine.

Hardware: Toshiba Tecra 500 CDT laptop with built-in 28.8 kbps modem.
Problem: After dialing, modem makes connection okay, then two seconds
        later gives NO CARRIER message & drops connection.  I can
        extend the time before it gives NO CARRIER by changing the
        modem's S10 register (automatic disconnect delay).  While I'm
        (nominally) connected I get no data from the ISP side, nor any
        reaction to anything I send.
Puzzler: Under Win95, everything works fine!  Everything worked under
        Linux with previous ISP, and nothing has changed on my end.
        I've tried using exactly the init strings Win95 uses
        successfully (mostly default values anyway), and many
        variations, all to no avail.

Any help would be appreciated, since I dislike using Windows any more
than I have to.
