Qos/Fair Queueing disabled

I was trying to build linux kernel 2.2.10 and in make xconfig the button
QoS/Fair queueing is disabled. Anyone knows how to enable this
functionality?
Is there any documentation on the code in net/sched/ about different
packet queueing disciplines?
