Take a look at arpd - the arp daemon at:
http://www.loran.com/~layes/arpd/index.html.
Also you have to recompile your kernel with the following options aded:
ARP demon support (experimental)
Kernel/User network link driver

There you'll find about everything about radius servers and even you
will find and RTFM the relevant RFC, whose number I cannot remember now
( to little neurons left and no cafeine :)
Reading the accompanig documentation of your implementation also helps
