I'm confused as to your requirements.  Do you have a newsfeed
that's going to push articles from you upstream?  If so, buy
the O'Reilly book, "Managing Usenet" by Henry Spencer and
David Lawrence.

If you just want to read news from a server, that's a different
matter.  Your news client should take care of everything for you.
