[bug report] traceroute broken / looks kernel or platform related

Hi,

When using traceroute with the -F option (do not fragment)

traceroute -F 10.0.0.1

tcpdump shows that traceroute is actually sending out fragments ONLY. (i.e., it does 
not send out a single non fragmented packet). I tried specifying various packet size 
without success.

traceroute -v shows v1.4a5

I see the problem on

. Intel Kernel 2.2.10.
. Alpha Kernel 2.2.6

Path MTU discovery is enabled.


I do NOT see the problem on

. Sparc5 Kernel 2.0.35
