Hm,

If you have a realy fast computer for the Server, 
1.6 MByte/second (12.8 Mbit/second) is too slow.

I am running WinFTPd 2.34 on WfW 3.11 with a 486DX4-100 (3c509-TPO) 
and my Workstation running WfW 3.11 with a K5-133 (SN3200-PCI) 
around 8 Mbit/second.

I had used two 3c905B-TX and I have gotten 11 MBit

If I use my AMD K6-200 as FTP-Server I get around 68 MBits/second.
and I think, my Workstation is not fast enough.

I have tried to write to a 32MB-RAM-Disk and I have gotten the same speed.

The Controller in the 486 is a ULTRA-ATA-33 wit a IBM DTTA 351680
and on my Workstation I have a IBM DHEA 38451

I think, there is a misconfiguration or you have memory problems (Win95)
