ip-up and ip-down are executable, I don't use pap ot chap.
To your second remark, the answer is no. He's a user from users group.  The
thing is, I've added it to the dialout group too. But I didn't know I had
to do a chgrp.
That could be it. I have no way to test it right now, but I'll try it
later.

Did you check the perms for the other files in /etc/ppp (ip-up, ip-down,
pap-secrets, chat-secrets) ??
Is your normal user always in this group, or has he to do a "chgrp" ??
