The AOpen FM56-P is listed as a "Winmodem" and will not work.

There are several models of SupraExpress; some work, some unknown
(including the 33.6 PnP, it seems), some won't work.  You might
want to try the isapnp utilities ('man pnpdump') or disable PnP, if
possible, and configure the modem using typical settings ('COM2'/ttyS1 =
IRQ 3, IO 2F8).

If you can get this far, you should confirm that the modem works with
minicom before proceeding to the more ambitious ppp configuration.
