Hi list,

RFC 793 says 

"If SEND call arrives on LISTEN state, and the foreign socket was
   specified, TCP MUST send SYN and MAY send data"

Ref :- RFC 793 s3.9 p56 Event Processing


According to this I can give a send call when I have only the 
listening socket if somehow I can specify the foreign socket.

Can anybody tell me how to give a send call in tcp LISTEN state 
with foreign socket specified, in Linux. By listen state I mean 
I have issued a listen call on this socket. 
Or I have misunderstood RFC 793.
