What do you see when you do a
    telnet <machine_name> 110
? 
Do you see something like
    +OK QPOP (version 3.0b15) at mail.foo.com starting.  <[EMAIL PROTECTED]>
?  If not, did you install the qpopper binary somewhere other than
/sbin/popper (which is the path you put into /etc/inetd.conf)?
