I can help with the telnet part. You must edit /etc/securetty file and tell
it which tty devices root should be allowed on. Default is /dev/ttyX. For
telnet in Redhat 5.1 you can add /dev/ttyp0, /dev/ttyp1, etc. Each addition
of /dev/ttypX allows root to login one extra time at the same time. ie. if
you have two /dev/ttypX in the file, you can log in with two root logins at
the same time from telnet.
