Hey Chris,
samba has a share parameter called "force group" what lets people
log on to the share as themselves but their primary group is changed to
match the share. If you set the umask to make sure your files are
read/writable by the group ("defumask" for ftp, "create mask" for samba)
you should be able to ensure that everyone has access to the they stuff
they need to. I'd imagine the simplest course is to use "force group" to
make everyone logging onto that share take on the ftp group.

P.S. There is also a "force user" option for samba that does a simialar
thing but in my opinion it's best to let people keep their own userid
where ever possible. But you know what they say about opinions... :)
