Security-conscious distributions/sites prohibit remote telnet access by
root with the /etc/securetty file for obvious reasons. Older
distributions did not do this.
As has been suggested, login as a normal user and su to root. Better yet,
use ssh to encrypt the user telnet session and prevent snooping.
