I think that proftpd does this, but it has had a number of security
problems of late. So long as you keep an eye on the security updates for
it and watch bugtraq, proftpd is a very capable ftp server.

Microsoft doesn't know how to fight Linux. 

Linux is really a dangerous opponent; a hydra which grows two heads when
you strike one off; a fast-evolving virus that Microsoft has no cure for.
Other organisms - companies - have adapted to it, learned from it, taken
advantage of it - and most importantly - helped it grow and flourish.
