 It was interesting, particularly about Win client side
 ( Now I'm using the method I found in Inet, where
   they advise to use another .INF file for modem.)

  This happens only when one uses script on client side.
  If you don't use script and make a simple ppp connection ,
  real name and name in login.config can be the same. Mgetty 
  works alright.(It detects LCP request and falls to real login, I think:)).

 It works. But...

   if you want user only to use callback and not any other method
of logging in, how could you prevent him from just using script and <real user
name> and , therefore, logging without any callback... 
 (Callback passes login.config , finds nothing about <real user name> - as
 you advise - and just gives away real login prompt).
