Procmail doesn't include any functionality for interpreting MIME
encapsulation. You would have to feed the message through e.g.
metamail in order to separate any attachments.

Any BCC headers are normally removed by the first MTA which receives
the message; that is the whole point of the BCC ('BLIND carbon copy')
header.
