"envelope header" is a misnomer; it's just "envelope" (it isn't a
header).

IIRC (I don't have access to my Linux box right now :-( ), adding the
line:

        H?P?X-Envelope-To: $u

to the top of sendmail.cf (along with the other "H" lines) will cause
the envelope recipient address to be stored in an "X-Envelope-To:"
header (this name is relatively standard; e.g. it's one of the headers
which fetchmail will use automatically when trying to determine the
recipient address).
