Assuming your logic isn't faulty*, yes this is possible. You want IP
Advanced Router and iproute2 tool.

* host_1 and host_2 should go through 1st provider iff the addresses of
those hosts (or the masqueraded address on the router) are allocated
from that provider. Same holds for host_3 and host_4.
