I think it did not receive SYN-ACK. Look at /proc/net/snmp, field
TcpInErrs or enable NETDEBUG at the end include/net/sock.h.
I bet, someone corrupted packet and it has wrong checksum,
look at zeroed byte in "01 B6 00 EC : Timestamp Echo Reply"
