You don't need a commercial solution, there are free ones.
I wrote an utility to send keycodes in a way DosEmu on Linux
understands them as well as possible, and described it on
http://info.fuw.edu.pl/~jt/tkb.html
and there is also a pointer to the terminal emulator I use.
It was modified by someone in Poland to pass 8 bits.
