I have visited that site many times, Mark Lamb has done a nice job of
gathering links and information from other sites and cross-referrencing that
information. You will find at his site a copy of or link to almost all the
information on Linux QoS that I know about. However, the site with the best
(and by a significant margin) original content I have found is at
qos.ittc.ukans.edu.

PS Not to fault qos.ittc.ukans.edu, but there are still too many things
about Linux QoS that are unexplained, unclear or confusing.
