source of shapecfg.c

Hi,
i want to make some changes to shaper.c from Alan Cox.
For this reason i also need to change the shapecfg tool from red hat.
Because i use SuSE Linux 6.3 i don't have the source of shapecfg.

Does anyone know where to find it or can anyone hand it to me please.
