A domain which ends in a dot is considered canonical, whilst one which
doesn't end in a dot will be resolved via DNS. I suspect that the DNS
lookup is failing for some reason.
Look for the lines:
# pass to name server to make hostname canonical
R$* < @ $* $~P > $* $: $1 < @ $[ $2 $3 $] > $4')
in sendmail.cf. If they are present, comment them out (this is
equivalent to building sendmail.cf with "FEATURE(nocanonify)").
Note that there are several other features which require DNS lookups,
including many of the anti-spam features which were added in sendmail
version 8.9.
