Look for any of the following in sendmail.cf:
$[ ... $]
$(host ... $)
$(resolve ... $)
$(mxserved ... $)
$(bestmx ... $)
All of these can result in DNS lookups.
You can find which features cause these rules to be added by looking
at the cf/m4/proto.m4 file.
