Ideas?  Yes.  FYI, a 200W power supply is the max it is capable of
providing.  The power draw changes dramatically depending on the state of
the machine.  You can use a 1000W power supply in your box and if everything
goes to sleep but the net card, it's only going to draw just enough power
for the motherboard and net card to operate.  Probably on the order of a few
dozen watts.

All you need to do is ensure your kernel has apm going and make sure the
harddrive is configured to goto sleep.  You can even go so far as to get a
motherboard/cpu that drops bus/cpu speed and shuts down fans when not
needed.

All in all, a little linux machine should fit your bill neatly.

p.s. The operation of this machine should be literally a buck or two per
month even with a high kilowatt charge.
