If it's on the local network, then yes; this is what ARP is for. If it
isn't on the local network, then no you can't.

In general, no. There is no mechanism for asking the host with a given
MAC address to provide its IP address.

If you have a RARP, BOOTP or DHCP server, then you can ask it to
provide this information. But the server has to get the MAC -> IP
mapping from somewhere (usually a configuration file).
