This is not needed. I know from experience that when the module is
loaded, it detects both tulip based PCI cards. So when you bring up
the second interface, it works without loading the module again. I
think the reason for having both eth0 and eth1 aliased to the same
module is so that you can bring them up in any order.
On the system I am setting up as a firewall for a DSL connection, I
bring up eth1 on boot, but I delay eth0 until I set up the firewall.
