Hi,
I think that 

128Kbit = 128*2^10 = 131072 bits per second.
This is strange as I think that K stands for kilo=1000 when we are
takling about bits.
But when you now calculate:
131072bit/s / 8 = 16384 bps (bytes per second)
My interpretation of the problem with the peakrate is that it doesn't
make much sense to allow a peakrate which is nearly the same as the rate
you want to have. That's what a peakrate is for to allow slightly higher
rates than the usual rate.

Therefore the rate must be at least one byte higher than the bandwidth
you want to have.
That means 16385bps.
