A little background:
        I am working for a network service provider setting up
ISP's throughout rural America.  We have a large block of
class "C" addresses that we assign through www.arin.net. 
Our problem is that we have only 5 blocks of 256 addresses,
but have an ISP who needs 4 separate blocks of 256 addresses
assigned to their network. 
        Arin is telling us that we only have 60% utilization of our
assigned IP addresses.

Now for my question (so I was a little long winded):

        Is there a program for Linux that will enable me to
discover what IP addresses are used at the ISP POP's. 
Windows has wsping pro pack from www.ipswitch.com, but I
need one for linux.  Wsping's whois utility is pretty lame
anyway.  Any help anyone can forward is greatly appreciated.
