I am seeing similar problems, and I have 2xSTM-1 (2x 155 Mbit)
bandwidth. It may very well be network congestion, but not
necessarily at your side (certainly not at mine).

I am seeing similar problems at several VGER list fanout systems,
and our reaction is simply to scrub away recipients who have this
type of problems. (Just today I scrubbed away some 20 hotmail
recipients -- definite "5xx this user is over mailbox size quota")
For some reason Hotmail and Yahoo tend to behave somewhat strangely
(and against RFC 821) with their error reporting.
Connectivity to India is BAD, even from Finland.
(Well, there are places which reach well, but others which fail
consistently... And the problem is within India.)
The reports quoted below seem to be created by the Sendmail.
It has its own way to fudge things. The original reports
are out there, but then Sendmail goes ahead and tries to
invent SMTP error code looking codes for some situations,
and doesn't make clear when something is from remote end,
and when the thing is local invention.
