It is a security mesure.  You have to modify a few files to enable it.
You are better off using ssh.  If you realy want to do it, and are aware
of the problems you are letting yourself in for, look at the
/etc/securetty file.  If you are using PAM, you may also have to modify
the PAM configs for rlogin and rsh.  (In resurching how you have to modify
the files, you will learn the dangers of doing so...)
