        [Roisman, Dani]  Nope, I just got the newest net-tools from redhat
(v 1.54-4), and same story.  If I remove the 'pub' field from the command,
then  a completed arp entry is made, but it will not answer arp who-has for
that entry.  I tried to create the entry without pub first, then re-run the
same command with "pub" but it still doesn't answer, and displays * in the
HWtyep and HWadress field.
