First, search freshmeat for 'sudo'.  This will probably help a lot.

Then, if you want to do it manually, create an entry in /etc/group:
admin:x:123:tom,dick,harry
and change the ownership on certain files to root.admin.  It depends
on the service to find out what permissions to change.
