I had tried CBQ, and using cbq.init script that I took from
ftp.equinox.net.
And over there, the script was using bounded feature.
So..
I comment bounded word from the script.
I made 2 class, the first one is 64KBit Rate, the second one is 128 Kbit.
I use the first class, to ftp a file from remote network.
The first class was used for shaping traffic to 10.0.0.2
The second one was used for shaping traffic to 10.0.0.5
And I downdload file from linux box to ftp server, 
and I just get about 7 KByte/s
Why is it happenned ? Why bounded not working in my class ?
is it bug in CBQ implementation ?

The configuration like this

  Linux box           Linux router 
 
 We shape traffic from FTP server to Linux box with 64 Kbit rate.
 Linux box is connected directly to CBQ router using cross cable UTP.
 
 IP linux box: 10.0.0.2
 IP eth1 router: 10.0.0.1
 IP eth0 router: 192.168.1.206
 IP ftp server: 192.168.1.1

Any suggest ?
