Oops. Sorry, my mistake. I should have specified that rmail lacks this
capability, and I clouded the issue by bringing in HTML, which only
happens to apply to a specific case.

Yes, that's surely the answer, but I'm still unclear. Emacs/rmail does
not see the headers of multipart messages, and so must see the content
as plain ASCII. However, in a few messages, such as the one from which
I quoted, emacs/rmail finds it necessary to convert plain ASCII (in
the MIME portion) to hex. While now, with a hint from you, I know I
discover that I can un-MIME hex files, it still remains a mystery why
portions of the file were converted to hex in the first place.
