Hm, I don't  know which distribution you use, but if you install the codepage 
iso-8859-1 (Western-Europe) you should be able to activate this one in 
programs like kmail.
Hitting the <'> or <^> and <e> or <u>  produce then the right chars,
it's at least working at my pc.
To use these chars in X-Editors is dependent on which font you selected, as 
far I believe.

For using these chars on the terminal there is also a config file somewhere; 
something with locale ?
