Motif is a development toolkit, which also includes mwm, the motif
window manager.  A *binary* copy of Motif should run around $100.  You
don't need a source code license to run Motif.

Before you do anything, try lesstif, the free version of Motif at
http://www.lesstif.org

Lesstif is source-compatible with Motif; for example, the Mozilla
code, which was written for Motif, compiles using Lesstif.  I'm not
sure about binary compatibility.
