No. I think he was trying to explain where the original poster
heard  that too much swap space is a bad thing.

With windows 3.1(1) too much "windows" swap space will slow things down
since, as mentioned, windows will want to use it, even if it
doesn't have to.

I don't know about how 95 or NT handle too much swap.

Linux likes it just fine, and won't use it until it needs it.
Don't be afraid to make the swap larger, if you can afford it.
