Try cd upload
put <filename>
The only place forigen hosts can upload (or should be able to upload to) is
/home/ftp/pub/upload or /home/ftp/incoming

Now i have forgotten what the file is called, but this error is normaly
produced when there is a file in /etc locking the passwd file, i think its
called .passwd.lck i just cant remember.
Its a strange thing to say considering i cant even tell you what the dam
file is called, but after deleting that file all should work.

Try ftp'ing in the "upload" directory first, that should work..
