The rescue disk package "tomsbtrt" (available in the "system/recovery"
directory at sunsite) includes a utility for formatting floppies to about
1.7 mB. It comes in both DOS and Linux versions (that is, a .tar file and a
.zip file). I don't know how reliable the formats are, though.

If you try this and get some experience with its reliability, I'd be
interested in hearing back about it.
