Web Server (again)

Sorry to ask this again but I seem to have had a problem with receiving
email from the list.

Would anyone know of a way to run a web server (Apache) part time? I think
there is a solution for using httpd with a dynamic ip address, thereby
making it possible for someone to locate your web page even though the ip
add. keeps changing.
