If you're using TCP Wrappers (which comes automatically with RedHat 5.2) you
can have the inetd refuse (I think that's the right daemon) all telnet
connections by editing the /etc/hosts.deny file ..add the line.

in.telnetd:ALL

This line simply states that all telnet connections coming from anywhere (even
the machine itself) will be refused. When using TCP Wrappers also keep in mind
that it checks the hosts.allow file first. So make sure its clear or only allows
the hosts you want to let in in. Best luck.
