Ok I have an idea

If I go to the machine and log in as root I can run all the comands.  
1) Why cant I run them from remote through telnet?  
2)Also how do I make a symbolic link.  I thought the command was 'symlink' but it 
appears that I dont have that command.  Any ideas?
