Usually, the built in ports can be set in BIOS setup to be either "COM1"
or "COM3" and "COM2" or "COM4".  If the first built in is sitting on
"COM3", that would make it difficult to configure the modem to use
0x3e8.  You might want to check the BIOS.  Startup handling of serial
ports is minimal.

I would do the isapnp setup before starting in with setserial, but I
don't know if defining the device with setserial will prevent isapnp
from getting at it.
