Data compression program

I probably made a mistake in my expression od 'data compression program' in
referring to what I think are data archives with the 'tar' suffix in a
Winzip file.  I went on the Web and found some info that told me that tar
is not a data compression program.  

So let me put it this way:  Suppose I have a version of Linux running, say
either RH 6 or MD.  I want to uppack, say, Linuxdoom_tar.  How would I do
this when it is packed, or so it looks, in a Winzip file?
